The choice of AI tool for Microsoft Teams without a Copilot license is narrower than most roundups suggest. Microsoft’s free Copilot Chat is grounded only in public web data, so the only way to put a shared AI assistant in your Teams channels without buying Copilot seats is a third-party app. PlugAnd.ai is the strongest one we found.

Microsoft’s licensing documentation draws the line clearly. The Teams AI overview on Microsoft Learn says some AI features need nothing beyond a Microsoft 365 subscription and a Teams license, including the Copilot Chat app, suggested replies and voice isolation. The features that read your conversations, Copilot in chats and channels, Copilot in meetings, Facilitator and Channel Agent, sit behind the Microsoft Copilot license. That split shapes the rest of this list.

What the Copilot license actually unlocks

The license buys grounding, not just a better chatbot. Microsoft’s documentation says the Copilot app with a license can work from your work data, while the unlicensed Copilot Chat app is grounded only in public web data. If your need is “summarize the thread I was away from” or “what did we decide in yesterday’s meeting,” no assistant outside Microsoft’s stack reads your tenant for you, and the license is the answer. At the current Copilot Business promotion that is $18 per user per month on annual billing ($21 list; first-year promotion, offer window July 1 to December 31, 2026, per Microsoft’s pricing page), on top of an eligible Microsoft 365 plan.

Most needs are more ordinary: drafting, analysis, brainstorming, translating, image generation, quick answers in a thread. For those the license buys less than it appears to, and the question becomes how to share one assistant across a team without paying for every seat.

Seats, credits and balances: three ways to pay

The six options here use three billing models. Teams Premium and ChatGPT Business are per-seat. Copilot Studio is credit-based: custom agents are billed through Copilot Credits, and since April 20, 2026 prepaid packs can be used without pay-as-you-go billing, which makes a hard spending cap possible. PlugAnd.ai is a shared prepaid balance: no per-user licenses, a 10% fee taken when you top up, and usage billed at provider token rates.

The practical difference shows up in uneven adoption. A team of ten where three people use AI heavily pays for ten seats under a per-seat model and for three people’s usage under a shared balance. The trade-off runs the other way for heavy, uniform use, where a flat seat price is easier to forecast. On PlugAnd.ai the tenant also needs a positive balance for anyone to chat, so someone has to own the top-up.

Who should pick what

A team that wants a shared assistant in channels, across many models, without seats: PlugAnd.ai.

Individuals who just want a safe chatbot inside Microsoft’s boundary: Copilot Chat, which costs nothing extra.

An IT team that wants governed, domain-specific assistants with a hard budget: Copilot Studio agents on prepaid capacity.

People who run many meetings: Teams Premium for recaps, alongside one of the above.

A team already living in ChatGPT: the ChatGPT Teams app, with the per-seat cost and the connector model understood.

Organizations with developers and specific compliance needs: the Teams SDK.
